[...] Brasileiros reclamam da atuação do Paraguai no combate ao crime internacional, June 29 In 2005, during a meeting between Brazilian and U.S. officials, Brazilian officials said that “customs and immigration controls and even basic information sharing” with Paraguay had not progressed, and they did not trust their counterparts in the border region shared by Brazil, Paraguay, and Argentina, called the Tri-Border area (TBA). Brazil official Da Costa “repeated Brazil’s objections to U.S. claims that terrorist financing occurs out of the TBA, urging the U.S. to share evidence in support of these claims or desist from making them.” Subsequently, the cable notes, “Brazil had a deeper knowledge of the region and the key players but the U.S. had its own information and expertise to offer.” But both parties in the meeting agreed that they needed to combat illicit activity in the TBA. Da Costa also agreed to pressure Paraguay to accept anti-money laundering (AML) legislation — introduced to Congress in May 2004, which Paraguay had not adopted even ten months after agreeing to do so.
